One think u dropped them before the waiver rume change came into effect and two I was told as a new owner I could drop any blue contract at no penalty

You are correct you can drop without penalty your blue contracts, but I think Milt is wanting you to post on waiver posting,

Yes John you can drop, with the new procedures in place you do individual Waivers as I have edited the ones in Waivers currently. They're not going to cost you a cent on your payroll until March 20th, then all Blue Contracts are guaranteed for this season and 50% for the duration of the contract.
But the important thing is each GM will post individual players on Waivers first, the BOD will remove them off your roster to the Waivers tab and 48 hours later they either are claim or go to Free Agency.
Teams that Waive players are not allowed to start the bidding in Free Agency on any player they waived, but can join in on said player if another GM starts the bidding on said player in Free Agency.
I will move player that went through waivers without being claimed on to Free Agency. Free Agency will open up this Saturday at 6 am pdt by the way.
