Players who have not met prospect limits (130 ABs/50 IP in a season or 3 years service time) generally do not go through waivers. If the player belongs to an owned franchise, he automatically becomes their property upon release. If the player is a free agent or is playing in a foreign league, he cannot be claimed, so is ineligible to be waived, and should be released. The exception is a player who is on the active roster of a non-owned MLB team at the time of release.
