Only players who are on major league contracts are eligible for free agency. If a player has signed a minor league contract with an invitation to spring training (non-roster invitee) he is not eligible until his team signs him to a major league contract and adds him to the roster. This is usually done just before the teams break camp. The best way to find out a player's status is to Google him. If his Wikipedia page says he's in a MLB team's organization, he has a minor league contract. If it says he's a player for a MLB team, he is eligible to be a free agent, assuming he has exceeded rookie limits or is on a non-owned team and has had a MLB AB or .1IP.
